Van Gogh lived from 30 March 1853 until he committed suicide on 29 July 1890. He was a Dutch Post-Impressionist painter whose work had a far-reaching influence on 20th-century art. His oeuvre includes portraits, self portraits, landscapes and still lifes of cypresses, wheat fields and sunflowers. He suffered from anxieties and mental illnesses.
Akker met ploegende boer en molen was painted in October 1889 when he was living in a clinic in Saint-Rémy. During his stay the clinic, its garden and its surroundings became the main subjects of his paintings.

The 5th floor of Helicon is where the ministers of Social Affairs and Employment and their staff have their offices. This is a floor of the Ministry of Social Affairs and Employment, so the painting used here reflects on these themes. There are open working stations, closed offices, informal meeting areas, closed meeting rooms and a big ministers meeting room. This meeting room is the heart of the floor and holds the biggest piece of pattern carpet floor in the building.

The meeting room itself is both warm and suiting the formal character of the meetings that take place there. The area around it is also warm, but has a slightly more informal character and allows for informal meeting.
